Ghana’s Oil Palm Ambition: From Plantation to Integrated Industrial Development

Ghana’s oil palm industry could be entering a new phase, driven by large-scale cultivation, irrigation, local research and integrated processing.
According to Roland Azuvugu, plans are being advanced for about 40,000 hectares of oil palm cultivation at Kabonwule in the Oti Region, alongside approximately 2,000 hectares of land around the Volta Lake earmarked to support irrigation. The proposal comes against the broader challenge of limited irrigation in Ghana’s agriculture sector, with only a small proportion of cultivated land currently benefiting from irrigation. The Volta Lake and its tributaries could therefore provide an important water resource for expanding climate-resilient agricultural production.
A key feature of the initiative is its proposed reliance on Ghanaian research and planting materials. Azuvugu says the Oil Palm Research Institute (OPRI), led by Dr. Isaac Danso, has entered into a joint development arrangement with Volta Rex, with funding coming from the private sector. The intention is to place research, local capacity development and technical leadership at the centre of the project.
That approach is consistent with OPRI’s national mandate. The institute describes itself as Ghana’s foremost public institution for oil-palm and coconut research, with responsibility for developing scientific and technological support for the industries and supplying improved planting materials. More recently, the Tree Crops Development Authority has also identified OPRI as a critical institution for supplying certified, high-yielding planting materials under Ghana’s planned 100,000-hectare national oil-palm expansion programme.
The vision, however, extends beyond the production of palm fruit and crude palm oil. The proposed development is being conceived as an integrated industrial value chain, with opportunities in refining, biomass utilisation, bioenergy and potentially sustainable aviation fuel. International research shows that oil-palm residues such as empty fruit bunches, fibre, shells and processing effluent can be converted into energy and other useful products. Recent research has also examined palm-derived feedstocks for sustainable aviation fuel, although its environmental sustainability depends heavily on responsible land-use practices, traceability and the use of waste and by-products rather than environmentally damaging expansion.
The project also intends to draw lessons from established oil-palm development models, including a visit to GOBDC, while seeking to ensure that the seeds used come from Ghana’s own research system rather than relying primarily on imported planting materials.
If implemented with strong environmental safeguards, transparent land-use planning, reliable irrigation and rigorous quality control, the initiative could position oil palm not merely as an agricultural commodity, but as the foundation of a broader Ghanaian agro-industrial ecosystem—linking research, farming, processing, renewable energy and new industrial applications.
